The dimmer sends out full voltage to the fixture, while the dimming is achieved by an extra 2 wires between the dimmer and fixture, carrying the signal telling the fixture to dim. Phase or 2-wire dimming is compatible with the wiring and dimmers commonly found in old households. It does not require dimming wires as the dimmer in the wall takes cares of reducing the voltage sent out to the fixture.
